Aatma Nirbhar Bharat Abhiyan: प्रधानमंत्री नरेंद्र मोदी ने 12 मई 2020 को राष्ट्रीय संदेश में आत्मनिर्भर भारत अभियान की शुरुआत की है| इसके लिए 20 लाख करोड रुपए का “विशेष राहत पैकेज” का भी ऐलान किया| कोरोना वायरस महामारी के चलते विश्व की सभी बड़ी अर्थव्यवस्था डूबी है| वर्ष 2014-15 में पीएम मोदी ने मेक इन इंडिया अभियान का भी लांच किया| अब जब पूरा विश्व कोरोनावायरस के चलते आयात और निर्यात पूरी तरह बंद है|आत्मनिर्भर भारत अभियान के तहत पीएम मोदी ने स्वदेशी/ लोकल बाजार एवं उनका उत्पादन भारत में ही हो|

प्रधानमंत्री विशेष राहत पैकेज लगभग भारत के जीडीपी का 10% के करीब है और  यह भारत को आत्मनिर्भर बनाने के लिए अहम कदम है| 21वीं सदी में भारत ने विश्व को अपने उत्पादों को एवं सर्विस सेक्टर से दिखा दिया है कि भारत में भी टैलेंट की कमी नहीं है और ग्लोबल मार्केट में अपने प्रोडक्ट को लांच कर सकते हैं| पीएम मोदी ने अपने संदेश में यह भी कहा कि लोकल को ग्लोबल मार्केट  तक भारत के प्रोडक्ट्स हो इसके लिए लोकल वॉइस बनना जरूरी है|

PM आत्मनिर्भर भारत अभियान का उद्देश्य:  भारत के प्रधानमंत्री नरेंद्र मोदी ने 12 मई 2020 को यह अभियान शुरू किया| COVID-19 महामारी से भारत को हुए आर्थिक/ नौकरी/ मजदूरों/ उद्योगों/ किसानों/  कारखानों/  दुकानदारों को हुए नुकसान को सुधारने के लिए आत्मनिर्भर भारत एक महत्वपूर्ण कदम है|

Vision of Self-Reliant India Movement

• Five pillars of Atmanirbhar Bharat – Economy, Infrastructure, System, Vibrant Demography and Demand.
• A special economic and comprehensive package of Rs 20 lakh crores – equivalent to 10% of India’s GDP
• Package to cater to various sections including cottage industry, MSMEs, laborers, middle class, industries, among others.
• Bold reforms across sectors will drive the country’s push towards self-reliance.
• It is time to become vocal about our local products and make them global.

Pradhan Mantri Garib Kalyan Package-I

Rs. 1.70 Lakh Crore relief package under Pradhan Mantri Garib Kalyan Yojana for the poor to help them fight the battle against Corona Virus:

• Insurance cover of Rs 50 Lakh per health worker
• 80 crore poor people given the benefit of 5 kg wheat or rice per person for the next 3 months
• 1 kg pulses for each household for free every month for the next 3 months
• 20 crore women Jan Dhan account holders get Rs 500 per month for next 3 months
• Gas cylinders, free of cost, provided to 8 crore poor families for the next 3 months
• Increase in MNREGA wage to Rs 202 a day from Rs 182 to benefit 13.62 crore families
• Ex-gratia of Rs 1,000 to 3 crore poor senior citizen, poor widows, and poor Divyang

Pradhan Mantri Garib Kalyan Package-II

• Front-loaded Rs 2,000 paid to farmers under existing PM-KISAN to benefit 8.7 crore farmers
• Building and Construction Workers Welfare Fund allowed being used to provide relief to workers
• 24% of monthly wages to be credited into their PF accounts for the next three months for wage-earners below Rs 15,000 p.m. in businesses having less than 100 workers
• Five crore workers registered under Employee Provident Fund EPF to get a non-refundable advance of 75% of the amount or three months of the wages, whichever is lower, from their accounts
• Limit of collateral-free lending to be increased from Rs 10 to Rs 20 lakhs for Women Self Help Groups supporting 6.85 crore households.
• District Mineral Fund (DMF) to be used for supplementing and augmenting facilities of medical testing, screening, etc..

The Self-Reliant India Movement special economic package of Rs 20 Lakh Crores (approx $280 Billion) stimulus package will be made in various sectors. As PM Modi said, the detailed information on Aatma Nirbhar Bharat Abhiyan Package share will be provided by Finance Minister in 4-5 Conferences (Starts on 13 May 2020).

आत्मनिर्भर भारत अभियान मुख्य घोषणाएँ

MSME (सूक्ष्म और लघु उद्योगों) के लिए

1. Rs 3 lakh crores लोन पैकेज – केंद्र सरकार सभी सूक्ष्म और लघु उद्योगों को Collateral Free Automatic Loan लोन उपलब्ध कराएगी। इस लोन योजना में 12 महीने का EMI नहीं देना होगा| इस लोन योजना का लाभ लगभग 12 करोड़ दैनिक कर्मचारियों को होगा।
   1. 45 lakh MSMEs can resume business activity and safeguard jobs
   2. No guarantee fee, no fresh collateral
   3. The scheme can be availed till 31st Oct 2020
2. 20 हजार करोड़ रुपए to Stressed MSME
3. Rs. 50,000 crore of equity infusion into those who have potential and doing viable business.
   1. Fund of Funds with Corpus of Rs 10,000 crores will be set up.
4. एमएसएमई की नई परिभाषा – एमएसएमई के लिए इनवेस्टमेंट की लिमिट को बढ़ाया जाएगा, टर्नओवर आकार को भी बढ़ाया जा सकता है। सेवा और विनिर्मान (Service and Manufacturing) एमएसएमई के अंतर को हटाया जाएगा।
5. 200 करोड़ रुपए तक के ग्लोबल टेंडर को अनुमति नहीं – 200 करोड़ रुपये तक की सरकारी खरीद निविदाएं (टेंडर) अब वैश्विक निविदा समूह पर नहीं होंगी
6. MSME में ई-कॉमर्स कोबढ़ावा देने के लिए नए कदम उठाए जाएँगे।

कर्मचारी EPF के लिए

1. 72 लाख कर्मचारियों को EPF के 24% मिलेगा जिनका वेतन 15000 रुपए से कम है और जिन कंपनियों में 100 से कम कर्मचारी काम करते| भारत सरकार अगले 3 महीने (जून, जुलाई और अगस्त 2020) के लिए उनके कर्मचारियों का ईपीएफ़ खुद भरेगी।
2. For the next 3 months, employers and employees will have to pay 10% (earlier 12%). For Public Sector Enterprises (PSEs) and Public Sector Undertaking (PSUs), govt. will pay full employer contribution while govt. employees can pay only 10% for the next 3 months. For this purpose, govt. will provide Rs. 6750 crore.

NBFC, Housing Finance Corporation & Micro Finance

• Rs. 30,000 cr Liquidity Facility for NBFC / HCs / MFIs
• Rs. 45,000 cr Partial Credit Guarantee Scheme 2.0

Electricity Power Sector

• Rs. 90000 crore Liquidity injection for DISCOMs under the risk of State Govt.

Contractors

• Extension of up to 6 months (without costs to the contractor) to be provided by all Central Agencies (like Railways, Ministry of Road Transport & Highways, Central Public Works Dept, etc)

Real Estate Projects under RERA

Ministry of Housing and Urban Affairs will advise States/UTs and their Regulatory Authorities to the following effect:-

• Treat COVID-19 as an event of ‘Force Majeure ’ under RERA.
• Extend the registration and completion date suo-moto by 6 months for all registered projects expiring on or after 25^th March, 2020 without individual applications.
• Regulatory Authorities may extend this for another period of upto 3 months if needed
• Issue fresh ‘Project Registration Certificates’ automatically with revised timelines.
• Extend timelines for various statuary compliances under RERA concurrently.

Tax Measures
