The candidate appeared in the NEET Exam may have downloaded All India Rank (AIR) card from www.ntaneet.nic.in. The Directorate General of Health Sciences (DGHS) at Medical Counselling Committee (MCC) to conduct 15 % All India Quota MBBS, BDS seats counselling. The students from J&K State are not eligible for 15% AIQ Counselling until they have submitted online Self Declaration certificate.

MCC NEET-UG Counselling – Manual Guidelines
The Medical Counselling Committee (MCC) has uploaded “User Manual Guidelines.PDF” that contains step-wise process of online counselling. The online e-counselling of MCC is divided into 8 major steps:

Registration – New User
As soon as the MCC announces, registration open for 15% AIQ MBBS, BDS seats, the candidate has to fill online registration form. You need to click on “New User Registration” and fill all the details required, i.e. NEET-UG 2020 Roll Number, DOB, Name, Mobile Number etc.
Login (After Registration)
After registration, you have to login at www.mcc.nic.in with Roll-Number and DOB. Ensure that, you have completely filled the counselling registration form.
Don’t remember the password – Click on Forget Password and reset your password. Login again.
Choice Available
After successful login and on clicking the link “Choice Available” , the MCC Server will retrieve the credentials of the candidate like gender, category, sub-category, date of birth, and eligibility remarks from the candidate’s database and the available choices specific to the candidate based on his/her credentials will be displayed.
Choice Submission
On clicking the “Choice Filling” icon, the choices as per individual criteria of eligibility would be displayed to the candidate on the left side basket and on clicking the button for the required choices, it will be selected. The choice chosen will be removed from the left basket and gets added to right basket. During the choice submission, candidate is required to save the exercised choices through clicking the button, “Save & continue” (for save and continuing the operation) and “Save & Go to Home” (Save & redirected to Home page or
quits the current menu) after completion of the work. The screen below facilitates the candidates to view the Course (MBBS/BDS), Courses, State and Institute.
Choice Interchange
The choice Interchange (Swapping) could be carried out by selecting appropriate choices as source and destination to enable their swapping and reorder all the choices.
Deletion of Multiple Choice
If a candidate desires to delete a specific or a group of choices, candidate can click the appropriate box, for deletion of the one choice. Further, if the candidate, desires to delete multiple choices, in one go, he/she can click the appropriate boxes for deletion and confirm the same, so that all unwanted choices could be deleted by this operation.
Choice Lock (Seat Lock)
Locking of choices is mandatory for the processing of choices submitted by the candidate.
The detailed procedure is described below:
- On clicking the “Lock my Choices” button, the submitted choices will be displayed on the screen along with all restrictions, on the choices selected, if applicable.
- Candidate is required to confirm the displayed contents before locking of choices.
- During locking process, the candidate is required to enter the password and then only system proceeds for locking of choices.
- After locking of choices, following message will be displayed indicating no more choice submission is possible.
- After locking, candidate can take a printout of locked choices, which includes locking date & time, IP address of computer and system generated Unique No.

DGHS MCC will upload NEET-UG 15% MBBS, BDS Counselling Information Bulletin. In this PDF, the qualified candidate can appear and fill online e-counselling application form.
Also, the Round1/ Round2/ Round3/ Round 4/ Round 5/ Round6 etc. are organized by MCC. The result of each round counselling is published on the official website www.mcc.nic.in. At last Mop-up round is also conducted if required. This year EWS reservation is also there, so read the notice about it. Major changes in the seat Matrix etc.
